If you can send files to your phone via bluetooth but can't receive files via bluetooth then you may have to tell Windows 7 to receive bluetooth files.

How to receive bluetooth files from a phone in Windows 7.

    1. Click Start
    2. Type fsquirt.exe
    3. Click Receive Files
    4. Start sending files via bluetooth from your phone

The laptop I am using is a Lenovo W500 running Windows 7 64bit and the bluetooth icon in the system tray is missing the Send Files and Receive Files buttons. This is the way to get around it and finally I can receive files from my Samsung phone!
